Philhealth XII Tightens Tandem with SSS and DOLE

To strengthen partnership and discuss specific roles and functions in the signed Memorandum of Agreement (MOA) with SSS and Memorandum of Understanding and Cooperation (MOUC) with DOLE , Philhealth XII conducted a round table discussion with said agencies.

The MOA on Single Employer Registration Process (SERP) with SSS signed last February 12, 2009 aimed to minimize the new employers business registration process.

Through SERP employers registering with SSS using the Business Registration Form or BR-1, shall no longer visit Philhealth Office for registration.

SSS shall provide Philhealth the list of new registrants for the issuance of Philhealth Employer Number (PEN) and for notification of post registration requirements.

“PHIC is waking up SSS. This one is commendable. We really appreciate what Philhealth is doing like signing of MOA with other agencies just to deliver viable services to the clients,” said Redentor Viola, Manager of SSS Office Koronadal.

On the other hand, the RTD on MOUC with the Department of Labor and Employment XII was a follow up to seek DOLEs’ support in Philhealth’s collection efforts.

Per record in the previous year from Philhealth XII Collection Section, it is noted that out of the 1,674 delinquent employers, 1,052 received the billing statement, only 503 complied and settled their obligation.

Philhealth XII Legal Support Services Section Head, Atty. Jusen E. Lubaton said, “there is a significant need to check these employers and protect the welfare of Filipino workers. We need DOLEs assistance regarding this matter.”

Since Philhealth do not have the visitorial and enforcement power to access to employer’s record and premises, the right to copy therefrom and to question any employee as to the status of their employment, DOLE XII Labor and Employment Chief Officer, Jimelito L. Marquez pledged to provide Philheath XII list of delinquent employers base from their monitoring and spot inspection report starting March 2011.

Philhealth on the other hand shall consider the findings of DOLE, notify employers of their liability, take appropriate action after verification and furnish DOLE a report on action it has undertaken for both parties to evaluate the implementation of the agreed Memorandum of Understanding and Cooperation.
