The Sangguniang Panlalawigan issued the declaration during the session on Monday, March 21, 2016 based on the recommendation of the Provincial Disaster Risk Reduction and Management Council (PDRRMC).
Because of the declaration of the state of calamity, the provincial government may now utilize the P22.1 million quick response fund for use as emergency assistance to those who were affected by El Niño.
According to reports by the Provincial Agriculture Office, damages to agricultural crops like corn, rice, vegetables and other high-value crops have already reached P284.2 million while at least 11,000 hectares of agricultural lands and almost 9,000 farmers all over the province has been affected by the drought.
