Rep. Hernandez Urges Congress to Restore ₱60,000 Tertiary Education Subsidy


South Cotabato 2nd District Representative Ferdinand “Dinand” Ledesma Hernandez has called on Congress to restore the ₱60,000 Tertiary Education Subsidy (TES) for college students, stressing its vital role in helping the youth—especially from the poorest barangays—finish their studies and escape poverty.

Speaking during his privilege speech at the 20th Congress, 1st Regular Session on Tuesday, which coincided with International Youth Day, Hernandez emphasized that reducing the TES amount violates the principle of non-retrogression, saying government support for education should never move backward.

“TES is the lifeline of students in the provinces. Cutting it is a step back, not progress,” he said. “Let us reopen the doors of hope and be the key to fulfilling the dreams of our youth.”

Hernandez reaffirmed his commitment to fight for equitable access to quality higher education, calling on fellow lawmakers to act decisively for the country’s students.
