The N3A outlines the strategies of the government's poverty-alleviation programs through a multidimensional approach, promoting a basic-sector lens on poverty reduction. The agenda is in line with the goals of the Philippine Development Plan and the United Nations Sustainable Development Goals in the pursuit of Ambisyon Natin 2040.

NAPC Lead Convenor Sec. Lope Santos III presented the draft N3A and strategic direction and programs to address the social, economic, ecologic and governance dimensions of tackling poverty. Also present during the discussion is NAPC Vice Chairperson for the Basic Sector Ruperto "Ka Uper" Aleroza who emphasized the vital role of the basic sectors in shaping the N3A.

The National Anti-Poverty Commission collaborates with 14 basic sectors, 25 other national government agencies, and four local government leagues in its poverty reduction programs and initiatives.
