TESDA Region 12's youngest Regional Director bids farewell after seven years of service
Rafael Y. Abrogar II, Regional Director of the Technical Education and Skills Development Authority (TESDA) Region 12, bids farewell to his unit after seven years of dedicated service.
At the age of 26, he became the youngest regional director in the country and began his tenure by serving in the Cordillera Administrative Region during his first month at the agency. He demonstrated that Millennials can effectively lead and make a difference in serving the Filipino people.
During his seven-year tenure in Region 12, affectionately known as RD Raffy by his colleagues, he made a significant impact by promoting Technical Vocational Education Training for various marginalized sectors.
His achievements include establishing the first TESDA Regional Office in the country, funded by Senator Manny Pacquiao with an investment of 35 million pesos.
This expansion enabled TESDA Region 12 to accommodate 20,000 to 30,000 scholars annually, thereby opening up vast opportunities and partnerships with agencies and NGOs.
Under his leadership, RD Raffy initiated programs benefiting Indigenous Peoples, such as Project TALA (TESDA Alay ay Liwanag at Asenso), which provided solar-powered lighting and livelihood programs to Geographically Isolated and Disadvantaged Areas. Approximately 8,000 families now benefit from these initiatives.
Recognizing the region's agricultural importance, he launched Project IPEACE (Indigenous Peoples Empowered as Agri-preneurs towards Collective End), which equipped Indigenous Peoples with agricultural knowledge to start businesses and market their produce locally.
Throughout his tenure, RD Raffy fostered partnerships with nearly 500 industries in the region, not only imparting knowledge but also creating opportunities for TESDA graduates to develop skills valued in various industries.
"It is not over until it's over," RD Raffy emphasized in his message to his administrators, expressing his commitment to continue working diligently in his new assignment while bringing with him the experiences, ideas, and memories gained from Region 12 to his home region, Region 10.
Young yet precise, bold yet humble, RD Raffy will depart the region on July 26, 2024. His contributions and legacy will endure in TESDA Region 12, which has been both his workplace and second home.
