The League of Provinces of the Philippines (LPP) has renewed its call for genuine consultation with local government units (LGUs) before the national government implements projects, especially infrastructure.
LPP president and South Cotabato Governor Reynaldo S. Tamayo Jr. said national agencies should align their initiatives with existing local and regional development plans, which were crafted through multi-sectoral consultations.
“More than anyone else, the local government knows the needs of its constituents. National agencies, especially the DPWH, must consult LGUs before rolling out projects not included in local plans,” Tamayo stressed.
The LPP also urged the Department of Economic Planning and Development (DEPDev) to prioritize programs endorsed by Regional Development Councils (RDCs) in the National Expenditure Program. At present, only about 20% of projects proposed in regional plans are funded.
Tamayo welcomed President Ferdinand Marcos Jr.’s issuance of Executive Order No. 82, which strengthens the role of RDCs in shaping national priorities. He said stronger coordination will ensure that government projects truly address local development concerns.
