Maternal, Newborn and Child Health Local Summit Held

With the latest stat that 13 women die daily due to maternity related cases, Philhealth through the Regional Office XII conducted a maternity and new born care summit with the Department of Health XII, Lying-In Providers, non-government organization and the local media in SOCSAKSARGEN.

As Philhealth evolved in covering maternity benefit from 2 to 4 deliveries from 2001 to 2012 with a package rate of 4,500 to 8,000 per case, the Local Government Unit of Gen. Santos City running 7 maternity lying-in facilities reported that the Php1,100 they used to earn annually since 2001 has now increased to Php 2.3 M upon accrediting their facilities with Philhealth.
Dr. Fatima Emban, Family Health Cluster Head, DOH12 said that in spite of all the efforts, the Regional accomplishment is still below the target. Infant mortality is still high due to septicimia with 52 cases same with maternal mortality due to post partum hemorrhage with 19 cases in 2012.
Ma. Neila S. Besonia, Administrative Assistant II/ MCP Point Person of LGU Gensan reported that midwives and health workers in said Lying-ins have also received incentives and now enjoy working in better health facilities.

"That was a story with humble beginnings hoping for more from Philhealth as we continue our partnership with them,” Besonia said.

Edna G. De Castro of Edna G. De Castro Lying-in Facility on the other hand suggested that the same partnership should exist between the government and private operators by referring some of their clients to them.

"Our sentiment here is the fact that these government lying-in operators are referring their patients to the hospitals in the city in spite of our presence in the same area,” de Castro said.

To help resolve the conflict Besonia invited the group of private Lying-in operators in Gensan to send a letter to the Committee on Health for legislative action.

Richlie Lyndon Magtulis, Executive Director of Conrado and Ladislawa Alcantara Foundation, Inc. (CLAFI) shared that the non-government organization they are running provides the same financial support to some private facilities in the city.

"Like the government, we do the same for the lying-in operators who come to seek support from us,” Magtulis said. "In fact, 3 of them here in Gensan started the operation through our financial assitance.”

RVP Ramon F. Aristoza in his message said ”we had been planning even before year 2000 and the question is are we on the right track? With so many reforms, innovations, quick win solutions, Aquino Health Agenda, i think these are already considered some of the remarkable achievements.”

"I think, we need to exert more effort and seriously work hand in hand to solve this problem,” Dr. Fatima Emban, Family Health Cluster Head, DOH12 said.

"Philhealth MDG Team Leader, Dr. Mary Antonette Remonte committed to raise all the suggestions and recommendations to the policy makers in the Central Office for the betterment of the corporation’s services in line with the MDG Goal.

In his closing remarks the Head of the Accreditation and Quality Assurance Section, Dr. Antoniette M. Ladio said that Philhealth XII will continue conducting the same dialogue within its area to generate further support from Lying-in facility operators and health workers for the same purpose. (hanah g. naanep)
